S2 NetCents-2 CONTRACT GUIDE SPONSORED CONTENT THE EVOLUTION OF GOVERNMENT CONTRACTING The Air Force Network-Centric Solutions program is not just a suite of contracts. It is one of the leading examples in government of an effort to integrate technology and procurement strategies. From a technology perspective, the program was designed to provide products and services that meet the service’s operational requirements while also complying with both Air Force and Defense Department technical standards and initiatives. As long as Air Force buyers are using the NetCents contracts—and most of them are mandatory for Air Force organizations—service officials no longer need to worry about whether new IT solutions will fit into the existing enterprise. This is the path to becoming a true network-centric operation. From a procurement perspective, the program was designed to simplify the process for ordering a wide range of IT products and services. As the first article explains, NetCents-2 reflects a decade of lessons learned about streamlining the procurement process. In short, the NetCents program office wants to make it as easy as possible for its customers to get the products and services they need. In this special report, we offer insights into the program as a whole as well as the individual contracts. The information is timely. Although the NetCents program has been around for many years, the Air Force has made significant changes since the first iteration. In many ways, it’s a whole new ballgame. Consider NetCents-2 Products. The Air Force has significantly expanded the competition, providing a mix of manufacturers and resellers, including a number of small businesses. Meanwhile, the NetOps and Infrastructure Solutions contracts offer new capabilities for integrating new and existing networks and systems. The use of service-oriented architecture is expected to be a big part of many efforts. And the Application Services contracts bring an expanded focus on software development and support, encompassing 25 different IT services. Finally, the Enterprise Integration and Service Management contract, which has been in place since 2010, provides a range of services that will support work done under other NetCents-2 contracts.
