The following rms hold contracts for nearly $800 million worth of work on HealthCare.gov: 1Accenture Federal Services $45,000,000 obligated; $0 expended through February 2014 To provide design, development, test- ing, implementation support, software licensing and services, including an iter- ative agile approach to programming. 2Aquilent $7,675,100 obligated; $1,975,760 expended through February 2014 To perform general website develop- ment and maintenance and provide training to various users. 3 Blast Design Studio, dba Blast Advanced Media $590,325 obligated; $361,250 expended through February 2014 To integrate the results of online mar- keting services with the Centers for Medicare and Medicaid Services current Google Analytics Premium service and to purchase online marketing consulting services. 4Blue Canopy Group $686,886 obligated; $99,602 expend- ed through February 2014 To provide security certi cation assess- ment testing for data centers, systems and applications. 5Booz Allen Hamilton $12,498,678 obligated; $8,140,660 expended through February 2014 To provide technical and operational guidance for establishing the exchange data center, to support vendors in the ongoing development and propagation of essential exchange capabilities, and to develop security and privacy frameworks. 6 Carahsoft Technology Corp. $278,300 obligated; $278,300 expended through February 2014 To procure an application code analysis tool for static code testing, including software, licensing, support, training and installation services. 7CGI Federal $251,110,126 obligated; $219,992,619 33 firms hired to work on HealthCare.gov. 4 signs agencies are serious about agile Federal IT executives have been talking about agile development for years, but the iterative approach is now being incorporated into contracting requirements. 1 T4NG: The next generation of the Department of Veterans Affairs Transformation Twenty-One Total Technology contract vehicle speci es incremental development for manag- ing task orders. Like its predecessor, T4NG is expected to have a lifetime value of more than $10 billion. 2 ATF case management: The Bureau of Alcohol, Tobacco, Firearms and Explosives is in the market for a new case management system, and it s looking for a solution that uses commercial software as much as pos- sible. The April procurement speci es that interested contractors list their quali cations and certi cations in agile development. 3 Social Security Administration: SSA s $1.7 billion IT budget puts it ahead of NASA and the State Depart- ment when it comes to big technol- ogy spenders. A June report from McKinsey and Co. that was critical of a scrapped $300 million disability claims- processing system advised the adop- tion of agile practices --- advice that the agency appears to have taken to heart with a call to industry for information on agile project management systems. 4 HealthCare.gov: After the site s disastrous launch last October, of cials at the Centers for Medicare and Medicaid Services want to make sure the site s development is done incrementally, with frequent releases and testing. Their solicitation for the management of HealthCare.gov speci- es that the contractor "shall use an iterative agile methodology to system development that provides the best opportunity to build and test software functionality. "
