T he annual Washington Tech- nology Top 25 8(a) ranking recognizes some of the most successful small businesses in the gov- ernment market. Each company on the list participates in the Small Business Administration’s 8(a) program to help small, disadvantaged companies com- pete in the market. We analyzed contract award data from the Federal Procurement Data System based on a group of 770 prod- uct and service codes that represent government spending on IT, systems integration, professional services, and other high-tech products and services. Although the 8(a) program primar- ily serves small businesses owned by individuals, companies owned by Alaska Native Corporations (ANCs) and Ameri- can Indian tribes can also participate. In the past decade, those companies have become very active in the program. This year is no different, with four of the top five spots on the Top 25 list going to such companies. Overall, 15 of the 25 companies on the list are ANC or tribally owned. The No. 1 company is ASRC Research and Technology Solutions, with $127.9 million in prime contracts in fiscal 2013. Although its headquarters are in Belts- ville, Md., the company is part of an ANC called Arctic Slope Regional Corp. The parent corporation owns several companies, many of which are involved in construction, engineering, facilities maintenance and other operations work. ASRC Research and Technology Solutions focuses on IT planning and analysis, data analytics, technical and science solutions, and programmatic support. Its customers include the Census Bureau, Energy Department, Federal Aviation Administration, NASA, Army and Air Force. As a group, the Top 25 pulled in $1.2 billion in prime contracts last year, and that doesn’t count their subcontracting work.
