Trending January 2013 FCW.COM 3 Paul Brubaker, a veteran of Capitol Hill and a former Defense Depart- ment deputy CIO, returned to DOD on Jan. 14 in a new role as director of planning and performance man- agement. Brubaker joined the staff of Deputy Chief Management Of cer Elizabeth McGrath, who champions the department s efforts to better synchro- nize, integrate and optimize business operations. The Planning and Performance Man- agement division "is responsible for the strategic planning of DOD s business operations, as well as conducting enter- prisewide performance management activities," according to the DCMO website. Its core functions include developing performance budget mea- sures in the form of the Quadrennial Defense Review and performing risk assessments to aid business and man- agement decision-making. Brubaker has held a number of leadership positions in both govern- ment and the private sector. He has been an evaluator at the Government Accountability Of ce and has served as an investigator, deputy staff director and minority staff director of the Sen- ate Oversight of Government Manage- ment Subcommittee, where he played a key role in the passage of the Clinger- Cohen Act. The law established the CIO position at agencies and sought to improve the way the government acquires and uses IT. President Bill Clinton appointed Brubaker to serve as deputy CIO at DOD, and he was administrator of the Transportation Department s Research and Innovative Technology Administra- tion under President George W. Bush. In the private sector, Brubaker has served at the executive level of sev- eral successful technology services companies, including Commerce One and Cisco Systems, where he led the North American Public Sector s Inter- net Business Solutions Group. He has also been chairman of Virginia s Cen- ter for Innovative Technology and is a two-time winner of FCW s Federal 100 award for government and industry leaders who have played pivotal roles in the federal IT community. --- Anne Armstrong Paul Brubaker returns to DOD in a new role days' notice is required for sequestration- related furloughs of 22 workdays or less.
