As part of an effort to over- haul and modernize the Hawaiian government's IT and business culture, Bhagowalia completed two plans and 10 projects a year ahead of sched- ule. He had inherited an organizational culture that was 30 years behind the times, but in an "aloha with urgency" spirit, he collaborated with depart- ment and agency leaders to complete the rst com- prehensive analysis of the state's $11 billion govern- ment business environ- ment, for which he created strategic and business transformation plans. He also came up with a plan to transform the state's fragmented technology environment. Aileen Black Vice President of the Public Sector VMware The cloud evangelist. Black has made it her mission to ensure that agencies fully understand the bene ts of virtualization and cloud technology, which include saving money and making government more ef cient. She has invested her time in meeting with policy- makers and appropriators to give them the technol- ogy background they need to help agencies put those initiatives into action. "Aileen is fully invested in seeing agencies deploy cutting-edge technologies, " said Craig Abod, president and CEO of Carahsoft Technology. Jon Boyens Senior IT Security Specialist Computer Security Division National Institute of Standards and Technology Securing the technology supply chain. A lack of insight into the processes and practices used to create and deliver the hardware and software they procure has increas- ingly put agencies at risk of acquiring products whose quality or security has been compromised. Fortunately, Boyens led a team that developed a set of standardized, repeatable practices to help federal agencies manage risks to their information and com- munications technology supply chain in the face of rapid technological evolu- tion. The achievement is a direct result of his leader- ship, technical acumen, and tireless engagement with internal and external stakeholders. Craig F. Brandenburg Navy 311 Project Director Department of the Navy The Navy's customer service visionary. Branden- burg's vision for improv- ing the Navy's customer relationship management included a catalytic ele- ment: Navy 311, a single point of entry for sailors and their families seeking non-emergency assistance anytime, anywhere. Mod- eled on municipalities' centralized call centers, it provides expanded services at a reduced cost. Brandenburg brought together logisticians, engineers and resource sponsors to transform existing services into a viable, 21st-century IT business system. Without Brandenburg to champion the effort, Navy 311 might never have left port. Robert "Bob" Brese CIO Energy Department The big saver. Brese es- tablished Energy Savings Performance Contracts that focus on enterprise IT ef ciencies and use savings generated by data center consolidation and IT modernization to fund improvements for DOE's enterprise and desktop in- frastructures. To ensure that the contracts succeeded, he engaged with stakehold- ers to reach consensus on requirements, solutions, timelines, roles and duties. He also approved a strat- egy to share services, cut costs and capitalize on new technologies by overhaul- ing DOE's IT environment. The results are a whopping $120 million in life cycle savings over the next de- cade and $10 million a year in energy and operational savings.
