Delays in testing the security of a key system behind the implementa- tion of the 2010 Affordable Care Act mean that nal security authorization isn t due from the Centers for Medi- care and Medicaid Services CIO until Sept. 30 --- one day before the Health Insurance Marketplace is scheduled to be fully operational. At issue is the security of the Data Services Hub, the system that supports the exchange of applicant information between state-based health insurance exchanges and fed- eral agencies. Personal information on applicants and policyholders is not stored on the hub, but it passes through the system for agencies to verify individuals eligibility and mini- mum level of coverage, and to send information to insurers. According to a review by the Department of Health and Human Services inspector general, CMS has a short time frame for testing the hub and granting it the authority to oper- ate. Separate agreements are needed to connect the state systems to the federal hub. The IG s report does not address the quality of the security testing being conducted by CMS and its contrac- tors. The report notes that the tests are identifying defects and vulnerabili- ties, which are being corrected, but the details of the security plan had not been determined by the time the IG s of ce conducted its review. In her comments on the IG s report, CMS Administrator Marilyn Tavenner wrote: "CMS has prioritized review of the audit reports and is con dent the hub will be operationally secure and will have an authority to operate prior to Oct. 1, 2013."
