At a time when agencies are being pressured to stay ahead of the technology curve, Hughes has reinvigorated the CIO Council. "Adam has led efforts that have successfully realigned and transformed the operations of the CIO Council to drive the implementation of the priorities of the federal CIO Council and federal CIO community writ large, " said Lisa Schlosser, deputy associate administrator in the Of ce of E-Government and IT at the Of ce of Management and Budget. "Based on his results, there is now a line of sight from these priorities, through the budget, to results. " Margaret Hunt Acquisition Manager Internal Revenue Service EASING THE TAXPAYER EXPERIENCE. Hunt led the redesign of the IRS.gov Web portal, which is one of the most highly visible and technically complex government sites. She administered unique con- tract terms and conditions to ensure the technology remains current while con- taining costs and keeping contractors motivated through the use of various incentives. Consequently, she has built strong part- nerships between govern- ment and industry, and the site has had a reported uptime of 100 percent. The new portal improves the experience for taxpayers and, as a result, increases education, electronic ling of taxes and overall compli- ance with tax obligations. Capt. Trent A. Janda Chief Medical Information Of cer U.S. Coast Guard A HEALTH IT SUCCESS STORY. Janda designed and implemented an Inte- grated Health Information System that serves 55,000 Coast Guard bene ciaries and uses commercial, government and open- source tools. The initiative will save the Coast Guard an estimated $10 million in the rst ve years. It has been so successful that the State Department signed an agreement with the Coast Guard to share the solution so that health care practitioners at State's Of ce of Medical Services can access the records of Defense Department and Department of Veterans Af- fairs personnel during care. Ashwini Jarral Director of Operations Integrated Justice Information Systems Institute THE INTEROPERABIL- ITY EXPERT. Jarral was instrumental in conceiving and implementing a new standards-based interop- erability program to help advance information shar- ing in the justice, public safety and homeland security environments. He educated mission and industry partners about the value of adopting interop- erability standards and recruited the right partners to develop the program, which directly supports the president's National Strategy for Information Sharing and Safeguarding. The FBI and other agencies are actively exploring the program's ability to help drive standards for cross- domain interoperability among federal, state and other partners. Alissa Johnson Deputy CIO Of ce of Administration Executive Of ce of the President STRATEGIC IT PLAN- NER. Keeping the IT lights on at 1600 Pennsylvania Avenue is a big job, but Johnson is also respon- sible for cybersecurity and the Obama administra- tion's public-facing Web presence. She distin- guished herself in 2013 by providing a road map for IT customers in the Execu- tive Of ce of the President so they would know what to expect in the way of product development and releases.
